I suspect the boots look a bit big because it was shot with a wide angle lens that distorted the length a bit. You'll see even more distortion if you look at the corners of the frame.
I don't know whether it's worth the bother of stuffing a bag with stuff to keep the shape. Maybe when you really need to look really sharp, but she looks like she was probably just out doing some shopping . . . maybe to get some stuff to go in the bag?
As for her looking like the French Infantry? Um, I'd say she's got them beat for style ~ unless there were some crazy Frogs (gee, thanks BBC for teaching me the things I need to know, like outdated English slang terms for other nationalities!) out there shopping in Myeongdong . . .

The boots are a bit big, no? Or, is it just the angle? Big feet? I'd worn it with a darker shade of jeans, perhaps a deep navy, to contrast it from the coat. And, I'd fill up that bag with something, newspapers, magazines, whatever...to hold the shape. You should look like you actually need the extra room.

Actually, this is very un-original, having been copied from World War I French infantry.
